House Legislation Co-sponsorship Description

H.R. 1343 (introduce by Rep. John Conyers): Local Law Enforcement Hate Crimes Prevention Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that:

  1. constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and
  2. is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses.

Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to:

  1. work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and

  2. award grants to State and local programs designed to combat hate crimes committed by juveniles.

Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability.

Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes.

Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

H.R. 1358 (introduced by Rep. Jim McDermott): To remove the sanctions imposed on India and Pakistan as a result of the detonation by those countries of nuclear explosive devices in 1998, and for other purposes.

H.R. 1760 (introduced by Rep. Robert Menendez): Relief, Community Vitalization, and Emergency Readiness in India and El Salvador (RECOVERIES) Act of 2001 - Authorizes the President to provide emergency international disaster assistance for:

  1. recovery from the earthquakes of January and February 2001 in the Republic of India and the Republic of El Salvador; and

  2. disaster mitigation activities in such countries and other countries that contain highly disaster-prone areas.

H.R. 2889 (introduce by Rep. Tom Lantos): U.S.- India Security Cooperation Act of 2001 - Amends the Arms Export Control Act with respect to the prohibition on U.S. economic and military assistance to any previously non-nuclear-weapon state that detonates a nuclear explosive device. Limits such prohibition to such states that detonate such a device after May 13, 1998 (thus exempting India from such sanctions).

H.Res.122 (introduced by Rep. Frank Pallone): Expressing the sense of the House of Representatives that the Republic of India should be a permanent member of the United Nations Security Council.

H.Con.Res.13 (introduced by Rep. Jim McDermott): Expresses sympathy to the citizens of India for the losses suffered as a result of the January 26, 2001, earthquake. Expresses support for the people of India, for continuing and substantially increasing the amount of disaster assistance being provided by the United States Agency for International Development and other relief agencies, for providing future economic assistance, and for the economic assistance efforts of the World Bank, the Asian Development Bank, and the international community. Urges the President to use U.S. influence to expedite such efforts. Encourages assistance from other nations.

H.Con.Res.15 (introduced by Rep. Edward Royce): Expresses sympathy to the citizens of India for the losses suffered as a result of the January 26, 2001, earthquake. Expresses support for the people of India, for continuing and substantially increasing the amount of disaster assistance being provided by the United States Agency for International Development and other relief agencies, for providing future economic assistance, and for the economic assistance efforts of the World Bank, the Asian Development Bank, and the international community. Urges the President to use U.S. influence to expedite such efforts. Encourages assistance from other nations. - Passed the House of Representatives without amendment - 1/31/2001

H.Con.Res.151 (introduced by Rep. Sheila Jackson-Lee): Reaffirms the deepest sympathies of Congress to the citizens of India for the losses suffered as a result of the January 26, 2001, earthquake. Expresses support for:

  1. the people of India;
  2. continuing and substantially increasing the amount of disaster assistance being provided by the United States Agency for International Development and other relief agencies for recovery from the earthquake to not less than $100 million;

  3. providing future economic assistance; and
  4. the economic assistance efforts of the World Bank, the Asian Development Bank, and the international community. Urges the President to use U.S. influence to expedite such efforts. Encourages assistance from other nations.

H.Con.Res.264 (introduced by Rep. Tom Lantos): Expressing the sense of Congress to welcome the Prime Minister of India, Atal Bihari Vajpayee, on the occasion of his visit to the United States, and to affirm that India is a valued friend and partner and an important ally in the campaign against international terrorism. - Passed the House of Representatives without amendment - 11/08/2001
