In India, finally a coalition government is formed in Kashmir which promises fresh steps to end revolt. In the eastern India, suspected separatist guerrillas kill 22 villagers and another 14 are killed in home-made bomb blast. In Nepal, a bomb exploded near the King's residence and at least 13 Maoist rebels are killed while trying to raid a rural airport. The editorial section looks at the social angle of girls education in Pakistan and another story on the troops pullout and how it promises to be a fresh start. Islamabad -- Pakistan's government said on Monday that the first of its citizens had arrived back in the country overnight from U.S. custody in Cuba, the start of a process that would return more people in the near future. ''The process is on. It is just a beginning,'' Brigadier Javed Iqbal Cheema, chairman of the interior ministry's National Crisis Cell, told Reuters.

* Passports found on terror suspect

Berlin -- Passports for three of Osama bin Laden's wives were found in the apartment of a Yemeni arrested last month in Pakistan and believed to have been the key contact person between the Hamburg cell of Sept. 11 plotters and al-Qaida, a German news magazine reported Saturday. Der Spiegel, which did not cite sources, said passports for an unspecified number of bin Laden's children also were found when Ramzi Binalshibh was arrested in Karachi last month. Binalshibh is now in U.S. custody.

* Strike over vote fraud shuts southern Pakistani city

Quetta, Pakistan -- Police and paramilitary troops patrolled streets in the southwestern city of Quetta on Saturday as businesses closed in a strike that a political group called to protest alleged election rigging. The nationalist Pakistan Oppressed Nations Movement urged the one-day strike for all of Baluchistan province, said Usman Kakar, an activist of one of the political parties in the group.

* Pakistan wants evidence of India's pullback - official

Islamabad -- Pakistan said Sunday it is still looking for signs that India is withdrawing its troops from the border before it starts its own pullback. "We have no evidence that India has started moving its troops back to peacetime locations," Gen. Rashid Quereshi, spokesman for Pakistan's military government, told The Associated Press.

* Pakistan's Musharraf to visit Saudi Arabia

Islamabad -- Pakistan President Pervez Musharraf will start a two-day visit to Saudi Arabia on Tuesday during which he will discuss his country's standoff with India and other regional security issues. A statement from the foreign office in Islamabad said Musharraf would meet Saudi King Fahd and Crown Prince Abdullah. Saudi Arabia is one of Pakistan's staunchest allies. Musharraf last visited there in June at a time of intense diplomatic efforts to pull Pakistan and India back from the brink of war.

* New Pakistani PM to be elected on Nov 7

Islamabad -- The Pakistani parliament will convene on November 4 for the first time since a 1999 military coup and elect a prime minister three days later, a newspaper reported on Saturday. Quoting official sources, the English-language daily The News said the government had decided to convene a preliminary session of parliament on November 4, which would be followed by another session on November 5 to elect the speaker and deputy speaker.

* Rebels attack government compound in India's Assam

Gauhati, India -- Unidentified rebels launched a mortar attack on a high-security residential compound housing state ministers and legislators in India's northeastern state of Assam but no one was hurt, police said on Monday. Many state ministers, state assembly legislators and senior government officials live in the complex in Dispur, the Assam state capital, which was attacked late on Sunday, they said.

* Police say 22 killed in attack by separatist guerrillas in India's northeast

Gauhati, India -- Suspected separatist guerrillas knocked at the homes of villagers in India's remote northeast just after midnight, asked the men to come out and then killed 22 of them, survivors and police said Sunday. Another 12 were wounded in the attack on Dadgiri, a village in Assam state close to India's border with Bhutan, said P. K. Bhuyan, a local police officer.

* Bomb explodes while being made in India, kills 14

Calcutta, India -- Fourteen people, including four children, were killed in a part of eastern India known for political violence when a crude bomb exploded accidentally, police said on Monday. The accident happened late on Sunday in the Birbhum district of West Bengal, where violence involving ruling communist party supporters and members of rival opposition parties is common.

* India, Pakistan trade accusations over terrorism

New Delhi -- Indian Prime Minister Atal Behari Vajpayee has called Pakistan a terrorist state that allows Islamic militants to mount cross-border attacks in India. Pakistan's Foreign Ministry rejected the charge, saying Islamabad condemns terrorism in all its forms. The exchange comes just days after the two countries agreed to pull back troops massed along their common border. Mr. Vajpayee says Pakistan makes a show of combating terrorism, but "does not hesitate to send" suicide squads into India to kill innocent people. He said "the demon of terrorism" must be destroyed.

* India's Gujarat state poll set for December 12

New Delhi -- India's Election Commission, which had rejected plans for an early election in riot-scarred Gujarat state, said on Monday the poll would now be held on December 12. ''The date of the poll will be 12/12,'' Election Commission chief J.M. Lyngdoh told a news conference, adding the vote would be completed in one day using electronic voting machines.

* Groups agree on new Kashmir govt

New Delhi -- The new ruling coalition in the part of Kashmir administered by India offered soothing words today to separatists, proposing to release some political prisoners and to investigate the deaths of people held in custody. "The goal of the coalition is to heal the physical, psychological and emotional wounds inflicted by 14 years of militancy," said a plan agreed on by the two parties in the coalition, the regional People's Democratic Party and the main opposition Congress Party.

* Coalition leader in Indian Kashmir offers steps to end revolt

Srinagar, India -- The man who will head the new coalition government in Indian Kashmir is offering bold ways to end the separatist revolt and give what he calls a "healing touch" to the troubled state. Chief Minister-designate Mufti Muhammad Sayeed says he will require investigations of custodial killings and human rights abuses, and seek a reorganization of an anti-insurgency unit accused of abuses, the Special Operations Group. He also vows to release political prisoners against whom there are no cases.

* Landmine kills Indian paramilitary officer in Kashmir

Srinagar, India -- An Indian paramilitary officer was killed and two police constables severely wounded in a land mine explosion, early Monday, in India's Jammu and Kashmir State. The violence comes as a new coalition government prepares to take over the state assembly, following elections in September and October that ousted the long-time ruling party in the state. As violence continues in Indian-administered Kashmir, the new coalition government, made up the opposition Congress Party and the smaller regional People's Democratic Party, is preparing to form a government.

* India's young men test themselves, seek their future, in the army

Khasa, India -- Thousands of young men, strong and sinewy, streamed into this small town to seek a life among the tools of war. For many, the choice was a family affair. Their fathers fought for the Indian army, their grandfathers for the British. Most of their ancestors were warriors in centuries past. "My dad, my brother and my grandfather joined the army, so I will continue with the family career and I will join, too," said Gurpreet Singh.

* Army kills 13 rebels in attack on rural Nepal airport

Kathmandu -- At least 13 Maoist rebels and a soldier were killed in Nepal when the guerrillas, fighting against constitutional monarchy, tried to raid a rural airport, the country's interior secretary said on Monday. The rebel attempt to attack the airport in Rumjatar in Okhaldhunga district, 250 km (155 miles) east of the capital Kathmandu, was made late on Sunday, resulting in a fierce gunbattle with security forces, Tika Dutta Niraula said.
