New Delhi -- The Indian prime minister is expected to tell the U.S. president next week in New York that Pakistan has not kept its pledge to end cross-border infiltration by Islamic militants into India's portion of Kashmir, a government official said Friday. The level of incursions by the insurgents doubled in August compared with the previous two months, the official said on condition of anonymity. He refused to give details. Atal Bihari Vajpayee will meet George W. Bush in New York on Thursday on the fringes of the U.N. General Assembly session, the official said.

* Pakistan / Why cater to a dictator?

The war against terrorism has made for strange bedfellows, and two of the strangest are George W. Bush and Pervez Musharraf. While one professes democracy's gospel, the other is fireproofing a dictatorship. Unless President Bush puts pressure on his favorite despot, Pakistan will labor under military rule for years to come. That's how things are sizing up in one of the world's most repressive nations -- a country now counted among America's most indispensable allies. Desperate for help in hunting down Al-Qaida in neighboring Afghanistan, the White House has strained not to notice that Pakistan's chief executive is also its chief tyrant.

The litigation is forcing Indian software concerns, many of which have large numbers of employees deployed abroad, to rethink their workplace policies and processes.
