Banwari Lal Joshi, a retired police officer who had served as former prime minister Indira Gandhi’s personal security officer, was on June 9 sworn in as the new lieutenant governor of Delhi. Joshi was administered the oath of office and secrecy by Delhi High Court Chief Justice B.C. Patel at a ceremony at the Raj Niwas, the governor’s mansion.
